ABOUT THIS POSITION

The City of Phoenix, Arizona is seeking an experienced Pension and Deferred Compensation Attorney (classification: Assistant City Attorney IV) to serve as counsel to the Retirement Office and the City of Phoenix Employees' Retirement System (COPERS) governing board, as well as the governing boards for the Defined Contribution/Deferred Compensation Plans (DCP) and the Post Employment Health Plan (a VEBA Trust) (PEHP). In this capacity, the Pension Attorney provides legal guidance on public pension and deferred compensation matters, while supporting board governance and decision-making in a highly specialized area of municipal law. This role works closely with executive leadership, board members, and staff, serves as a trusted legal advisor and subject matter expert, and helps ensure the integrity and effectiveness of the City's retirement program. 

The ideal candidate brings strong technical expertise in public pension systems, investment contracts, fiduciary matters, and trust, estate, and probate law, along with the ability to translate complex concepts into clear, accessible information for diverse audiences, build relationships, and engage stakeholders across the organization.

SALARY AND BENEFITS

This position will receive an annual salary of $126,734 - $168,272 DOE/DOQ*, PLUS a comprehensive benefits package.

CITY OF PHOENIX MUNICIPAL COURT HEARING OFFICER

The Phoenix Municipal Court is accepting applications for the position of Municipal Court Hearing Officer.

DUTIES: A Municipal Court Hearing Officer is responsible for presiding over and adjudicating civil traffic cases under both Title 28, Arizona Revised Statutes and the Phoenix City Code. Additionally, Hearing Officers handle non-traffic, Phoenix City Code violations such as zoning and fire code violations. The successful applicant will be appointed by the Chief Presiding Judge of the Phoenix Municipal Court for a two-year period, renewable by the Chief Presiding Judge.

EXPERIENCE: Qualified applicants will possess either (1) a Juris Doctor or equivalent law degree; OR (2) a Bachelor’s degree with at least three years’ experience in Arizona traffic law. Those highly preferred applicants will possess a law degree, be admitted to the State Bar of Arizona, will have practiced law in Arizona for at least five years, to include experience in, and working knowledge about, traffic laws, the state procedural rules for civil traffic cases, City of Phoenix ordinances, local rules of the Phoenix Municipal Court for civil cases, Rules of Evidence, and courtroom procedures.

ADDITIONAL REQUIREMENT: Applicants must be twenty-one (21) years of age and be of good moral character. Successful completion of a course for certification to act as a Hearing Officer will be required following hire.

ABOUT THIS POSITION

The City of Phoenix Law Department encompasses a team of dedicated and highly qualified attorneys addressing the wide variety of legal needs of City departments providing services to the community. This department is comprised of two divisions, the City Attorney's Office, which represents the City in civil matters, and the City Prosecutor's Office, which handles the prosecution of misdemeanor crimes committed in Phoenix. 

Assistant City Attorneys in the Civil Division of the Law Department work in one of six areas: Public Safety, Litigation, Transportation, Human Resources, City Services, and Community Development.

The Civil Division is seeking an Assistant City Attorney IV for the Litigation Section to represent and advise various City departments and employees in litigation matters in both federal and state court from pre-litigation claims through appeals, including investigation, discovery and discovery disputes, dispositive motions, mediations and settlement conferences, pre-trial motions, arbitrations, jury trials, and appeals. 

An attorney in this position is expected to be primarily responsible for multiple litigation cases at a time, and will periodically present cases to the City's Claims Committee and the City Council. Assistant City Attorneys report to an Assistant Chief Counsel and generally work independently in performing their duties. All attorneys in the Law Department are assigned and may be reassigned based on the best interests of the City, as determined by the City Attorney. 

This position is eligible for up to 4 days a week of remote telework, with one in-office day per week for meeting with your section, implemented at the discretion of the City Attorney. Attorneys are expected to meet the needs of the City, including handling all court obligations, City Council or City management meetings, and other in-office obligations.

  • Knowledge of municipal litigation, including pre-litigation, discovery, motion writing, arbitrations, and appeals.
