ABOUT THIS POSITION

The City of Phoenix Law Department is comprised of two sections, the City Attorney's Office, which handles representing the City in civil matters, and the City Prosecutor's Office, which handles the prosecution of misdemeanor crimes committed in Phoenix. Assistant City Attorneys in the Civil Division of the Law Department work in one of six areas: Public Safety, Litigation, Transportation, Human Resources, City Services, and Community Development.
The Chief Counsel is a member of the executive management team of the Law Department and is responsible for assisting with the operation of the Civil Division. The Chief Counsel manages two teams consisting of approximately 15 attorneys encompassing practice sections which may include Transportation, City Services, Litigation, Public Safety, Human Resources, and Community Services. The Chief Counsel may be involved in planning, organizing, directing or implementing code and policy activities and providing written and oral advice to the Mayor, City Council, City Manager, other City officials, and department heads. The Chief Counsel also assists with processing and oversight of the Council agenda and ordinance processes. The position is also responsible for developing alternative legal and administrative solutions to persistent problems and new challenges.
Telework hybrid work options available: This position is eligible for remote work, implemented at the discretion of the City Attorney. The Chief Counsel is expected to meet the needs of their clients and the Department, including any court obligations, city council or city management meetings, or other in-office obligations.
IDEAL CANDIDATE
Extensive experience as a practicing civil attorney which includes experience in the practice of municipal law.
SALARY
Pay Range: $164,528.00 - $213,907.20 annually.
Hiring Range: $164,528.00 - $202,238.40 annually.

ABOUT THIS POSITION
The City of Phoenix Law Department encompasses a team of dedicated and highly qualified attorneys addressing the wide variety of legal needs of City departments providing services to the community. This department is comprised of two divisions, the City Attorney's Office, which represents the City in civil matters, and the City Prosecutor's Office, which handles the prosecution of misdemeanor crimes committed in Phoenix. Assistant City Attorneys in the Civil Division work in one of six sections: Public Safety, Litigation, Transportation, Human Resources, City Services, and Community Development.
Currently, the Law Department is seeking a qualified, motivated, and experienced attorney to provide legal services to management and client departments, primarily in the areas of finance and tax. Specifically, the attorney will advise finance and budget staff; provide advice regarding benefit investment trusts, fiduciary duties, benefit administration; negotiate investment contracts; advise Finance Department and manage outside counsel regarding all municipal bond issuances and refinancing; and field all day-to-day questions from Finance staff regarding contracts, banking and financial institutions, bankruptcy, accounts payable, accounts receivable, collections, legal and policy questions, and payment and tax issues. This attorney will also serve as the primary legal advisor to the Clerk's Office to provide legal advice in the areas of election and campaign finance law, lobbying, open meeting law, and public records.
The Assistant City Attorney is expected to perform difficult professional and administrative legal work, including revisions to the Phoenix City Code, and client consultation to assist decision makers with the legal implications of their decisions. They may also be required to staff public meetings and represent the City during administrative hearings or court proceedings. A preferred candidate will have general knowledge of municipal law, including open meetings, public records, conflicts, real estate, procurement, insurance, and employment law. Assistant City Attorneys report to an Assistant Chief Counsel and are generally expected to work independently in the performance of their duties. All attorneys in the Law Department are assigned and may be reassigned based on the best interests of the City, as determined by the City Attorney.
This position is eligible for up to four days a week of remote work, with one in-office day for meeting with colleagues in the Civil Division section, implemented at the discretion of the City Attorney. Attorneys are expected to meet the needs of their clients and the Department, including any court obligations, city council or city management meetings, or other in-office obligations.
The opportunity to underfill as an Assistant City Attorney III (NC) may be considered. The Attorney Ill underfill will be candidates who require additional experience to meet the qualifications of the Attorney IV classification. Candidates will be non-competitively promoted to the Attorney IV classification once they possess sufficient experience.

SALARY
For the Attorney IV classification:
Pay Range: $129,272.00 - $181,001.00 annually
Hiring Range: $129,272.00 - $171,870.40 annually
For the Attorney III underfill classification:
Pay Range: $112,424.00 - $157.372.80 annually
Hiring Range: $112,424.00 - $149,177.60 annually
